Absent were Chairman James Pavlica and Ken Klein.

 

Also present were Zoning Officer Peter Bent & Township Engineer Scott Mease

 

Meeting called to order by Vice Chairman Don Ratushny at 7:36 PM.  All in attendance stood and recited the Pledge of Allegiance to the American Flag.

 

Approval of Minutes from 10-03-06 Meeting:

George Helwig made a motion to accept the Minutes as presented; Gerald Ulmer seconded the motion and all agreed. Minutes Approved as presented.  (Note: Cindy Skoriak not present for Minutes Approval)

 

New Business:

 

Rohs Minor Subdivision Preliminary/Final Plan Review:

 

The plan requests subdivision of the Rohs 18.328-acre parcel into two (2) residential lots.  Lot 1 (11.721 acres) would contain three existing single-family detached dwellings.  Lot 2 (6.607 acres) would contain one (1) proposed single-family dwelling to be built.  Dan Hendricks, P.L.S. was present to represent resident Stephen Rohs (not present).  Township Engineer Scott Mease presented a brief history of the prior Rohs plan submittals at Planning Commission meetings.

 

Dan Hendricks provided a step-by-step review of Township Engineers Review Letter of November 08, 2006:  C-1...Will Comply; C-2...Township Solicitor will be consulted on proper zoning procedures; C-3...Will Comply; C-4...Will Comply; D-1...Completed (copies supplied to township); D-2...Waiver Request Submitted; D-3...Will Comply; D-4...Waiver Request Submitted; D-5...Will Comply; D-6...Will Comply; D-7...Waiver Requested & Will Comply on Road Curve Site Improvements; D-8...Waiver Requested; D-9...Waiver Requested (will install driveway lamp posts); D-10...Will Comply.  E. General Comments...All – Will comply; E-7c...Waiver not required.

 

Don Ratushny questioned the reason for different septic area dimensions on plan pages. Dan Hendricks will research and advise at a later meeting.  Dan Hendricks also mentioned the reason for the area is as a “back-up” to existing septic sites on lot No. 1.  Don Ratushny also noted needed corrections on the plan for existing bordering property owner names.

 

Resident Erin Goga questioned the requirement for a driveway light in lieu of street lights and if it is required of existing township driveways.  Don Ratushny explained it is not a requirement but the fire company (or any visitor) would certainly appreciate it.  Dan Hendricks will incorporate recommended changes and resubmit the revised plans at a later meeting for review.

 

Old Business:

 

Open Burning Discussion:

 

Acting Chairman Don Ratushny recapped past meetings regarding “Open Burning” and suggested the Commission recommend to the Board of Supervisors to follow the state (State Law) and forbid any open burning in the township.  Pete Thomson agreed.  Joe Kulick suggested the Commission might incorporate the recommendation to promote recycling in lieu of open burning.  Zoning Officer Peter Bent agreed and recommended exploring composting along with recycling.  Don Ratushny mentioned the availability of recycling grants to purchase equipment and to explore any possible agricultural guidelines. 

 

A Motion was made by Don Ratushny for the Commission to forward a letter of recommendations regarding open burning to the Board of Supervisors.  The Motion was seconded by Pete Thomson. A vote produced 3 Yes and 2 No’s.  Motion Approved.  Joe Kulick to compose the letter and present it at next month’s Planning Commission Meeting for approval.
