Meeting called to order by Chairman Bartley Millett at 7:36 PM. All in attendance stood and recited the Pledge of Allegiance to the American Flag.
A “Moment of Silence” was conducted by the board in memory of Wallace E. Frank, a long time Durham resident and attendee of most board meetings. The board also acknowledged the installation of a memorial plate on the chair that Mr. Frank always occupied. His “wit & wisdom” will be severely missed at the meetings.
Approval of Minutes from August 11, 2009 Meeting
Vice Chairman Richard M. Johnson made a motion to approve the Minutes as presented. Member Manfred Marschewski seconded the motion and both agreed. Motion passed, Minutes approved as submitted. Chairman Bartley Millett abstained since he was not present at that meeting.
Approval of Financial Report Dated August 31, 2009
Vice Chairman Richard M. Johnson made a motion to approve the Financial Report as presented. Member Manfred Marschewski seconded the motion. All agreed. Motion passed. Supervisor/Treasurer Richard Johnson noted the lower than expected year-to-date revenue figures.

New Business:
Act 32 Countywide Earned Income Tax Collections: Appointment of TCC Representative
Township Manager Joe Kulick advised the board on the receipt of a request from Patty Salva volunteering to be appointed as the township’s representative to the Bucks County Tax Collection Committee (TCC). No other applications were received. The board agreed that as our present elected tax collector she would be qualified for the nomination.
Chairman Bartley Millett then made a motion to appoint Patty Salva to the TCC representing Durham Township. Vice Chairman Richard Johnson seconded the motion and Member Manfred Marschewski agreed. Motion passed. There were no further comments or questions.
CDBG Application Approval- Resolution 2009-3
The Chairman announced that the township is in the process of making application for a Community Development Block Grant from Bucks County. The grant request of $35,000 would be used to install period correct vinyl siding over the present badly flaking wood siding on the township building and to retrofit the existing bathroom and entrance doors to ADA (Americans with Disability Act) specifications. The grant requires a resolution from the board authorizing the township secretary to complete the grant application.
The Chairman then made a motion to approve Resolution 2009-3, authorizing the township secretary to complete the grant application. The Vice Chairman seconded the motion and Member Manfred Marschewski agreed. Motion passed. There were no further comments or questions.

Zoning Officer Report – Peter Bent
Zoning Officer Peter Bent was present at the meeting and advised the board; four (4) new zoning permits are pending: Erin Goga on Fireline Road for an addition to a single family dwelling; Gappa on Route 212 for an addition/renovation; Springer on Lehnenberg Road for a deck and Kutz on Spring Hill Road for an accessory shed, all are awaiting additional plan information. A total of seventeen (17) zoning permits have been issued year-to-date versus eighteen (18) last year. Under Emergency Management; the Delaware River Task Force has not met all summer and the next meeting may be held on September 22, 2009. There were no further comments or questions.
Road Master Report – Jim Laubach
Township Road Master Jim Laubach was present and advised the board on the following; DT-3 state inspection completed; greased the back-hoe; repaired a flat tire on the back-hoe; continued to cold patch the roadways; continued to repair the storm damage along Stouts Valley Road south of Spring Hill; closed Durham Road twice at the bridge due to flooding in August. There were no further comments or questions.
Public Service Announcements: The Chairman announced:
The Community Fire Company #1 will be serving breakfast on Sunday, September 20, 2009 from 8:00AM to 12:30PM.
The Community Fire Company #1 will conduct the 3rd Annual “Blue Grass Festival” to be held on Saturday, September 12, 2009 at the Silver Creek Athletic Association in Springtown.
Township Monthly Recycling Day will be held on 2nd Saturday, September 12, 2009 from 9 AM to 12 Noon.
The townships Fall “Large Item” Clean-Up Day will be held on Saturday, September 26, 2009 from 8AM to 12 PM
The townships Annual “Community Day” will be held on Saturday, October 10, 2009 from 1:00 PM to 5:00 PM on the Village Greene and at the grist mill.

Pay Bills / Close Meeting:
The Chairman made a motion to pay the bills as presented and to then close the Meeting; seconded by the Member Manfred Marschewski and agreed to by the Vice Chairman. Motion passed. Meeting closed.
