Meeting called to order by Chairman Bartley Millett at 7:35 PM.  All in attendance stood and recited the Pledge of Allegiance to the American Flag. 

Approval of Minutes from January 11, 2011 Meeting

Vice Chairman Richard M. Johnson made a motion to approve the Minutes as presented. Member Manfred Marschewski seconded the motion. All agreed. Motion passed, Minutes approved as submitted.

Approval of Financial Report Dated January 31, 2011

Vice Chairman Richard M. Johnson made a motion to approve the Financial Report as presented. Member Manfred Marschewski seconded the motion. All agreed.  Motion passed.  

Updates: 

The Chairman updated the board on the condition of Bookkeeper Elaine Gawronski, who has been out since December with a serious illness.  The board decided on a motion by the Vice Chairman to appoint Township Manager Joe Kulick interim bookkeeper with a salary increase of $2.00 per hour retroactive to the last pay period (commencing January 09, 2011).  The Chairman seconded the motion and Member Manfred Marschewski agreed.  Motion passed.  There were no further comments or questions. 

New Business: 

PA State Police Report:  Sgt. Vince D’Angelo (Non-Agenda Item)

Sgt. Vince D’Angelo, PSP Dublin, was in attendance and advised the board on the low crime rate in Durham Township with only three (3) residential burglaries reported in 2010.  Traffic enforcement and routine patrol in the township continues.  The board thanked Sgt. D’Angelo and his staff for their diligent hard work.  There were no further comments or questions.

Zoning Officer Report- Peter Bent

Zoning Officer Peter Bent was present at the meeting and advised the board: one (1) new zoning permit has been issued so far this year to Trevor Adams on Hilltop Road for additional new construction of the former Wehrung home.  Work should also be continuing on the new Gartner Builders home on Route 212 and the Anton home on Sunday Road.  Ken Hager on Mine Hill Road has paid his $100.00 permit fee ($50 fee/$50 penalty) for a 47’x 48’ agricultural storage building. The owner of the sole remaining vacant five (5) acre “hunting lot” on Kintner Road is attempting to gain driveway access to the property, from the existing/bordering land owners, without success.  A lawsuit may be forthcoming.                

The initial thirty (30) day review of the proposed DFIRM flood zone maps from FEMA has been completed and a letter sent.  No non-technical issues were uncovered.  Following this there will be a ninety (90) day appeal period for residents to dispute their findings.  FEMA will post legal notice when this period begins.

There were no further comments or questions regarding the zoning report.

Road Master Report: Jim Laubach

Road Master Jim Laubach was present and advised the board:  conducted snow & ice operations fifteen (15) times/days last month; repaired a broken rear axle and replaced the alternator on DT-1; purchased four new tires for DT-2; installed new plow edge and chains on DT-3. Member Manfred Marschewski and the board thanked Jim and the road crew for an excellent job in keeping the township roads open.  There were no further comments or questions.

Public Service Announcements:  The Chairman announced:

Community Fire Company #1 Monthly Breakfast will be held on Sunday, February 20, 2011: 8:00AM to12:30 PM. 

Township Monthly Recycling Day will be held on Saturday, March 05, 2011 9:00AM to 12 Noon.

Questions/Comments:  None

Pay Bills / Close Meeting:

The Chairman made a motion to pay the bills as presented and to then close the Meeting; seconded by the Member Manfred Marschewski.  All agreed.   Motion passed.  Meeting closed.

The meeting was adjourned at 8:30 PM.
